Approvals come first. Most strata schemes treat bathroom waterproofing and tiling as work needing owners corporation approval, because the waterproof membrane protects the lot below. Approval timelines vary by building, so it pays to lodge the application before locking in a start date.

Strata approval is the separate question, and it applies to apartments regardless of what council requires. The two approvals are not the same thing, and an owners corporation can require an application even where council does not.
