On grout, epoxy forms a dense, non-porous seal that resists staining and breakdown, and on external surfaces the grout line generally degrades before the tile does. Natural stone used on a balcony needs sealing repeated over its life rather than once at installation.
Slip rating is the other consideration, since a balcony surface is walked on wet.

The practical order is to check the by-laws first, confirm the required acoustic rating, then design the floor build-up around it. Doing that before tiles are ordered avoids the situation where an approved specification does not fit the available floor height.
