What happens when a bathroom has been tiled more than once?

How is an unknown substrate quoted?

Honestly, and in two parts. The visible work can be priced accurately from the outset. What sits behind the existing tiles cannot be, and pretending otherwise produces a quote that changes halfway through.

NHK Tiling quotes the known scope, then identifies what will be assessed at strip-out and what the likely remediation costs are if each is found. The three that recur are a missing or failed membrane, a floor with no usable fall, and water damage behind wall sheeting. Setting those out before work starts means a variation is a decision rather than a surprise.

Where a previous renovation is recent and documented, less is unknown. Where it is decades old and undocumented, more of the quote is conditional, and that is stated plainly.

Can existing tiles be kept?

Sometimes, and it is worth assessing rather than assuming either way. Tiling over an existing surface works where the tiles are solid, level, free of cracks and free of hollow sounds when tapped, and where the added height does not compromise falls, door clearances or thresholds.

It does not work where tiles are loose or drummy, where the surface is uneven, where there is any sign of moisture behind, or where a previous layer has already consumed the available height. In a Northbridge home that has been renovated before, the last of these rules it out more often than people expect.
